President of LAWASIA Mr. G.L. Sanghi

Mr. G.L. Sanghi obtained his Bachelor of Law degree from Nagpur University and has a Master's degree in Political Science.

He has been an Advocate in the Bar Council since 1957 and an Advocate in the Supreme Court of India since 1959. He has been appearing as Counsel in the Supreme Court of India and in several High Courts of India.

Mr. Sanghi was appointed by the Central Government of India as Standing Counsel at the Supreme Court of India in 1974 and designated as Senior Advocate by the Supreme Court of India in 1976.

Mr. Sanghi has practiced in the Supreme Court of India and in several High Courts of India in various branches of Civil, Constitutional and Commercial Laws. There are numerous reported leading judgments of the Supreme Court and High Courts argued by him which have appeared in every law journal, particularly from 1965-66 onwards to the present.

Honorary Advisor of LAWASIA Energy Section Ms. May B.Y. Oh

Mrs. May B.Y. Oh is a partner in the Singapore law firm of May Oh & Wee. She is a member of Lincoln's Inn, London and has been called to the Bar of England and Singapore. She handles a wide range of matters including energy law, banking and financial matters, joint ventures, property law, corporate, construction and commercial matters. She is Chairman of the LAWASIA Energy Section and a member of the Advisory Board of the International and Comparative Law Centre of Southwestern Legal

foundation in Dallas, Texas. Prior to starting her own law firm, she served for many years as Executive Director and Regional General Counsel of a large multinational oil company covering Singapore, Malaysia, Thailand and Indonesia. She has worked in New York and London. She has presented papers at and chaired several international business and energy law conferences.

Energy Section Chairman Dr. Soung Soo Kim

Dr. Soung Soo Kim is the founding partner of Kim and Kim Law Offices in Seoul, Korea where he is chiefly responsible for matters involving corporate law. Prior to entering private practice, Dr. Kim served as a Judge for both Civil and Criminal District Courts in Kwangju and as a Judge for the Advocate General's Office in both the Navy and Ministry of National Defense. More recently, Dr. Kim has been extensively involved in the international arena, serving as an Arbitrator since 1985 and currently acting as an Arbitrator for the Korean Commercial Arbitration Board. Also, he is a Conciliator for the International Centre for Settlement of Investment Disputes, centered in Washington, D.C. Dr. Kim holds active membership in not only the Seoul Bar Association and Korean Bar Association, but also in the American Bar Association and State Bar of California since 1982.

Former President Mr. Kim Young-sam

Former President Kim Young-sam was the 14th President of the Republic of Korea (1993-1998). He received his Bachelor of Arts degree from Seoul National University and Honorary Doctorate of Law degree from New York University.

Former President Kim was an Assemblyman of the Korean National Assembly from 1954-1992. He has made the following publications: The Way of Leaders, Forties Standard, My True Self and My Country, If You Wish to Lead a Meaningful Life, New Korea in the Year 2000, Lifting Standards of Democracy, and Politics is Long, but Power is Short.

President Chun, Ki Heung, Seoul Bar Association

Mr.Chun, Ki Heung is currently the President of the Seoul Bar Association. Having graduated from the Graduate School of Law at Seoul National University, Mr.Chun has served as a Judge Advocate of the Korea Army, Public Prosecutor with the Seoul District Public Prosecutor's Office and Busan Distirct Public Prosecutor's Office, Professor at the Judicial Research and Tranining Institute, member of the International Arbitration Council with the Ministry of Justice, and Chief Public Prosecutor at the Seoul District Public Prosecutor's office. Since starting up a private practice as a lawyer in 1991, Mr.Chun has been active as a member of the Steering Committee of the Judicial Research and Training Institute, a member of the Parole Board of the Ministry of Jusitce and an arbitrator with the Korean Commercial Arbitraion Board. In 1995, he served as the Vice President of the Seoul Bar Association.

Dr. Kamal Hossain

Dr. Kamal Hossain is a Senior Advocate of the Supreme Court of Bangladesh. He graduated from Oxford with a BA Honors, BCL (Civil Law). He was a member of Lincoln's Inn and was called to the Bar in 1959. He received a Ph. D. from Oxford University in 1964. Dr. Hossain has been an Advocate of the Dacca High Court, and Lecturer of the University of Dacca. He has been a Member of the Constituent Assembly of Bangladesh, and has held Ministerial posts in the portfolios of Law and Parliamentary Affairs, Petroleum and Minerals, and of Foreign Affairs. He is currently the Vice President of the Bangladesh Bar Council. His publications include "Law and Policy in Petroleum Development 1979", and "Legal Aspect of the New International Economic Order 1980".

Mr. Peter R. Kyle

Mr. Peter R. Kyle currently serves as the Manager of the Finance, Private Sector and Infrastructure Practice Group of the Legal Department of the World Bank. During his 12 years with the World Bank he has been associated with a large number of projects in over 70 countries and has developed a particular expertise in PSD, privatization and investment climate issues together with banking and financial sector issues.

Before joining the World Bank, he was a partner in the New Zealand commercial law firm of Rudd, Watts and Stone. From 1979 to 1985 Mr. Kyle also served as a Senior Counsel with the Asian Development Bank in Manila. After completing his university education in law and economics at Victoria University of Wellington, New Zealand, he served as Clerk to the Chief Justice on New Zealand and then earned his masters degree at the University of Virginia.

Dr. Selig S. Harrison

SELIG S. HARRISON is a Senior Scholar of the Woodrow Wilson International Center for Scholars and Director of the Asia Program at the Center for International Policy. He has specialized in South Asia and East Asia for 50 years as a journalist and scholar and is the author of five books on Asian affairs and U.S. relations with Asia. His latest book, Korean Endgame: A Strategy for Reunification and U.S. Disengagement (Princeton University Press), won the 2002 award of the Association of American Publishers for the best Professional/Scholarly Book in Government and Political Science.

In May, 1972, Mr. Harrison, representing The Washington Post, and Harrison Salisbury of the New York Times became the first Americans to visit North Korea since the Korean war and to interview the late Kim Il Sung.

In June, 1994, on his fourth visit, he met Kim Il Sung for three hours and won agreement to the concept of a freeze and eventual dismantlement of the North Korean nuclear program in exchange for U.S. political and economic concessions. President Carter, meeting Kim Il Sung a week later, persuaded the North Korean leader to initiate the freeze immediately, opening the way for negotiations with the U.S. that resulted in the U.S.-North Korean nuclear agreement of October 21, 1994. In April, 2004, Mr. Harrison visited North Korea for the eighth time, meeting with Kim Yong Nam, President of the Supreme People's Assembly, Foreign Minister Paik Nam Soon and other leaders.

Dr. Chung-in Moon

Dr. Chung-in Moon is currently Chairman of the Presidential Committee on Northeast Asian Initiative, Dean of the Institute of Modern Korean Studies, Yonsei University, Professor of Political Science at Yonsei University, Adjunct Professor of Asia-Pacific Studies, at Duke University, Advisor to the National Security Council, Office of the President, Vice Chairman to the Committee on Humanities and Social Sciences, UNESCO Korea Commission and Advisor to various local government in Korea.

Dr. Moon has been a Member of Supporting and Exchanging Academic Affairs of South-North Korea at the Korea Research Foundation, Member of the Social Science Division, UNESCO- Korea Commission, and Advisor for the Ministry of National Defense.

Dr. Moon received his B.A. from Yonsei University, Seoul, Korea, and a M.A. and Ph.D in Political Science. from the University of Maryland. He is recipient of several fellowships and awards: the Japan-Korea Cultural Exchange Fund and Prize for Distinguished Achievement in Globalization. Dr. Moon is widely published in the field of Korean politics with over 20 written and edited books in English and Korean and over 200 journal articles.

Mr. Suflan Shamsuddin

Mr. Suflan Shamsuddin has extensive experience in legal matters pertaining to the oil, gas and petrochemical industry. Mr. Shamsuddin was the Chief General Counsel of Shell Group of Companies in Malaysia where he managed a team of eleven lawyers to support multi sector (EP, Gas, Oil Products, and Services) activities of Shell Malaysia. Prior to that, he was the Legal Counsel (Natural Gas, Coals and Chemicals) with Shell International Limited in London for 3 years and the Legal Adviser (Upstream Exploration and Production) with Shell UK Limited, London for 3 years.

Mr. Shamsuddin received his Bachelor of Science in Geology from Indiana State University, USA and Bachelor of Law (Hons.) from the University of Birmingham, U.K. He is a Barrister-at-Law, Middle Temple, U.K.

Dr. A F M Maniruzzaman

Dr. A F M Maniruzzaman is a full Professor of International and Business Law, Department of Law and Accountancy, Portsmouth Business School, University of Portsmouth.

He did his LL.B (Honours) (first in First Class) and LL.M (first in First Class) from the University of Dhaka, Bangladesh and M.Int'l.Law (Distinction) from the Australian National University, Australia. He obtained his PhD in International Law from the University of Cambridge. He earned certificates in both Public and Private International Law from the Hague Academy of International Law, the Netherlands.

He is a member of Bangladesh Bar (since 1981) and a member of the Bangladesh Supreme Court Bar Association, Dhaka (since 1985) and has practised as an Advocate of the Supreme Court of Bangladesh (since 1983). He has worked as an International Legal Consultant to governments, state enterprises, multinational corporations and multinational law firms.

He acted as an Honorary Special Legal Adviser (on international legal matters) to the Honourable President of the People's Republic of Bangladesh (1996-2001).

Dr. Keun-Wook Paik

Dr. Paik is an associate fellow, Sustainable Development Programme, Royal Institute of International Affairs, and is specialised in the following issues: Russian and Chinese oil and gas policies and issues, Gas and Power in Japan, Korea and China, Northeast Asia and Asia-Pacific energy development & energy markets, and Trans-national Pipeline Politics and economics.

Since 1998, he has been advising Russian, Chinese, Japanese, Korean, Japanese and American institutions with regard to Northeast Asian region's trans-national pipeline development and China's natural gas industry issues.

Dr. Paik is author of Gas and Oil in Northeast Asia : Policies, Projects and Prospects (London: The Royal Institute of International Affairs, 1995), and co-author/supervisor of China Natural Gas Report, China OGP, Xinhua News Agency and RIIA, 1998.

Dr. Paik recently completed a major study on China's natural gas industry and is organising two major international workshops, that is, "Energy and Environmental Cooperation in the Korean Peninsula" and "Russia's Oil and Gas Export to Northeast Asia" at Chatham House during the second half of 2004.

Dr. Lee Sockoo

Dr. Sockoo Lee currently is an Advisor to Kim & Kim Law Offices in Seoul, Korea, handling legal cases in industrial projects, an Advisor to the Korea Energy Law Institute specializing in energy projects, and an Advisor to Premier Capital International, Inc., USA for formulation of a project involving marine transportation of compressed natural gas from overseas gas fields.

Dr. Lee has developed his extensive knowledge in industrial and energy projects throughout the world over the course of almost fifty years as Managing Director and Engineering Consultant for plant construction of numerous industrial plants. He was a Senior Project Officer of Asian Development Bank in the Philippines for fifteen years, in charge of plant construction projects such as cement plant construction in Indonesia, jute mill construction and petrochemical plant renovation in Burma, coal mine development in the Philippines, etc.

Dr. Lee holds a B.S. and M.S. from the Engineering College and Graduate School of Seoul National University, and an M.S. and Ph.D. from the University of Minnesota, USA.

Mr.Gary Stephen

Gary L. Stephen is Director, CNG Business Development, Technology Commercialization for TransCanada PipeLines Limited. Mr. Stephen is responsible for commercializing composite reinforced line pipe and licensing the use of this technology for transportation of Compressed Natural Gas (CNG) using Gas Transport Modules.

Mr. Stephen joined TransCanada in 1976 and has progressed through various engineering, operations and business positions of increasing responsibility to his present position. In these roles at TransCanada, Mr. Stephen has developed and commercialized two technology-based businesses for TransCanada.

Mr. Stephen serves as a member of the Board of Directors for TransCanada Turbines and TransCanada Calibrations.

Mr. Stephen graduated with a Bachelor of Science in Engineering from the University of Guelph, and has completed an executive development program at the Ivey School of Business at the University of Western Ontario. Mr. Stephen is a registered professional engineer in the provinces of Alberta and Ontario, Canada.

Mr. Brian Mooney

Associate Director - Natural Resources, Hong Kong

Mr. Brian Mooney joined ANZ in 1978. Mr. Mooney has extensive corporate and project finance experience. This includes 17 years natural resources finance experience in gold, oil & gas, coal, mineral sands, base metals and diamonds.

As the Bank's senior Natural Resources executive in Western Australia from 1999 to September 2003, he was responsible for managing the relationships with, and returns from, ANZ's clients in the mining & metals and oil & gas industries in that state. The current role involves relationship management for ANZ's natural resources customers in East and South East Asia.

Mr. Mooney holds the following qualifications: Bachelor of Commerce, University of WA 1972; Master of Business Administration, University of WA 1978; Graduate Australian Institute of Company Directors program 2001; Member CPA Australia since 1975.

Mrs. Sheila Slocum Hollis

Sheila Slocum Hollis is chair of the Washington, D.C. office of Duane Morris LLP, serving on the firm's Executive Committee. Ms. Hollis specializes in domestic and international energy, water and environmental matters. Ms. Hollis was the first Director of the Office of Enforcement of the Federal Energy Regulatory Commission, establishing the office and its policies and procedures.

Ms. Hollis was the first woman to serve as president of the Federal Energy Bar Association (1991-1992). She served as president of the Women's Council on Energy and the Environmental from 1997-2002 and received its Women of the Year award in 2003. Board member of the United States Energy Association and a member of the advisory committee of the North American Energy Standards Board, Ms. Hollis served as a professorial lecturer in the law on the subject of energy law at the George Washington University Law School 1979-1999.

She was ranked by the National Law Journal as one of the Nation's top 20 energy lawyers. She was named on of "50 Key Women in Energy" globally in 2003 and 2004. A Colorado native, she is a 1973 graduate of the University of Denver College of Law and a graduate of the University of Colorado at Boulder, cum laude in General Studies and with honors in Journalism.

Mr. Bryan Gundersen

Mr. Bryan Gundersen graduated from Victoria University, Wellington, New Zealand with a Bachelor of Laws (with honours) degree in 1971. Since then he has practiced in Wellington in commercial law and commercial litigation and in the last ten yeas has specialized in the commercial aspects of the energy and natural resources area.

He is a former Crown Counsel for the Crown Law Office, New Zealand, and is now a senior Commercial Law Partner in the Welllington office if Kensington Swan. He is Chairman of the Energy & Natural Resources Law Association of New Zealand (Inc.) and an Executive member of the Gas Committee of the Energy & Natural Resources Section, IBA.

Prof. Lin-Heng Lye

LL.B, Singapore; LL.M (King's College, London); LL.M Harvard; Advocate & Solicitor of the Supreme Court of Singapore.

Prof. Lye is Deputy Director of the Asia Pacific Center of Environmental Law (APCEL) Law Faculty, National University of Singapore and Visiting Professor at Yale University School of Forestry and Environmental Studies. She was Vice-Dean and Director of the Faculty's Graduate Program from 1995-1998. She chairs the University's Inter-Faculty Executive Committee on the Masters in Environmental Management (MSc (Env Mgt)) program. She is a member of the IUCN Commission on Environmental Law and co-chair of the IUCN Academy of Environmental Law's Research Committee. She is also a member of the IBA's Academic Advisory Group on Mining and Natural Resources Law.

Prof. Lye is a Visiting Associate Professor at the Yale School of Forestry and Environmental Studies for the Spring Semester 2004, where she teaches a course on Comparative Environmental Law.

Mr. Wang Yonggan

Mr. Wang Yonggan is a professor, the Senior Engineer and Secretary of the China Electric Council. He has held numerous management positions, including the Chief of the Investigation Research Department. He was previously the Vice Chief of the Strategy Planning Department, the Secretary of the Power Ministry overseas office, the leader member of the Share Reform Group and the leader member of the Power Study Committee in the Northeast, East and South China region.

Before joining in drafting the "power law" of China, Mr. Wang has been involved in major power industry reforms, edited the regulation of modern enterprises and participated in the following affairs: introduced foreign funds and overseas listings and studied the important development strategies and reforms of the power industry association.

Mr. David Renton

David Renton is a partner in Herbert Smith's global energy practice, which advises international energy and utility companies on projects, cross-border mergers and acquisitions, commercial disputes and regulatory matters. He has played a leading role in implementing or advising on the feasibility of electricity industry restructuring in the UK, California, Canada, India, the Philippines and, most recently, in China, where he advised the State Power Corporation on the legal framework required for its restructuring. He has also played a key role in the development of China gas industry, advising gas purchasers from the Guangdong LNG project and the West-to-East Pipeline.

Mr. Hideyuki Kiuchi

Mr. Hideyuki Kiuchi is an associate of Anderson Mori, Japan working primarily in the field of financial transactions. He specializes in structured finance, especially securitization and project finance. He also specializes in issues relating to investment funds, with a particular focus on foreign investment funds. Mr. Kiuchi advises foreign and domestic financial institutions in a variety of matters regarding securities and finance issues, including syndicated loan and committed credit line facilities. He actively participates in international judicial aid activities supported by the Japan Federation of Bar Associations and the Japan International Cooperation Association.

In addition to his professional experience at Anderson Mori, Mr. Kiuchi worked with the Washington, D.C. based law firm of Wilmer, Cutler & Pickering as an international intern (2000 to 2001). He also teaches civil law and commercial law at Chuo University Department of Law as an adjunct lecturer (2002 to present).

Mr. Kiuchi received his LL.B. from Chuo University, his LL.M. from Waseda University and University of Pennsylvania Law School.

Mr. Young-Joon Kim

Mr. Young-Joon Kim is currently the Chairman and CEO of the Korea Power Exchange. He had gained his extensive knowledge and expertise in the field of energy working for various Korean governmental agencies over the course of almost thirty-years.

Mr. Kim was the President of the Korea Petroleum Quality Inspection Institute. He had been the Director General in the Ministry of Commerce, Industry and Energy of Korea, mainly overlooking the electric power industry. He was the Director in the Ministry of Energy and Resources of Korea for the Korea Energy Economics Institute, Electric Power Industry Management Division, Gas Industry Planning Division, Audit and Inspection Office, Nuclear Power Industry Division and the Electric Power Industry Policy Division. Mr. Kim had also been the Deputy Director in the Ministry of Energy and Resources.

Mr. Kim had received two awards from the Korean government: Order of Service Merit (Green Stripes) in 1996 and Order of Service Merit (Yellow Stripes) in 2002.

Mr. Bruce Johnston

Mr. Bruce Johnston is a partner in the Melbourne office of Allens Arthur Robinson, a leading Australian law firm with a strong presence in the Asia Pacific region. He has extensive experience in energy and natural resources projects in Australia, the Middle East and Asia, particularly Indonesia. Mr. Johnston has worked on Indonesian transactions for over 20 years and was resident in Indonesia from 1990 to 1994 when he worked as a licensed foreign lawyer with Wiriadinata & Widyawan, a leading Indonesian law firm.

Mr. Johnston has advised major corporations and governments on Indonesian projects. His experience includes mergers and acquisitions, joint ventures and joint operations, production sharing contracts and other forms of concessions, gas pipelines and transportation, gas and electricity supply contracts, commodity sales, construction, project and corporate financing, and industry restructuring and privatisation in mining and oil and gas.

He has been a partner since 1989 and is admitted to practice in NSW, Victoria, Western Australia and Queensland.

Mr. Ken Asakura

Dr. Ken Asakura is founder and president of Eco & Energy Corporation, a consulting and project management services company established in 2002. He received his B.S. in Civil Engineering and Ph.D. both from the University of Tokyo.

Before establishing Eco & Energy Corporation, Dr. Asakura worked at the Mitsubishi Research Institute for 27 years. As project leader during the first 14 years, Dr. Asakura carried out research in Japan and abroad on the feasibility of building public infrastructures such as highways, dams, ports, harbors, airports and urban transport facilities. During the next 13 years, as Secretary General, he managed non-governmental organizations, private companies and governmental organizations with the aim of promoting Japanese and Asian Natural Gas Trunklines. As Secretary General, Dr. Asakura was able to establish the "National Pipeline Research Society of Japan," "Asian Pipeline Research Society of Japan" and the "Northeast Asian Gas & Pipeline Forum".

Mr. Benny Suyudono

Mr. Benny Suyudono has developed his extensive legal expertise over the course of twenty years as a corporate and energy lawyer. He is a graduate of the Law School at the University of Indonesia, obtaining a Sarjana Hukum (lawyer's) degree, and later obtained his Master's degree (LL.M.) in International Law from Harvard Law School.

He worked as in-house legal counsel for Mobil Oil Indonesia Inc. for six years, both in Indonesia and in the United States, and as Head of the Corporate and Insurance Law Department of Total Indonesia in Jakarta. Over the past ten years, he practiced with two of the leading law firms in Indonesia, Kartini Muljadi & Rekan and Hadiputranto and Hadinoto (Baker & McKenzie's Indonesian affiliate). Mr. Suyudono also attended the United Nations Academy of International Law at The Hague in Holland.

Ms. Ellen Gates

Denton Wilde Sapte

Ms. Ellen Gates is a partner in the Energy & Infrastructure Department of Denton Wilde Sapte in London. A native of Texas, she has lived in England for 20 years and is admitted to practice law in both Texas and England. She has extensive experience in energy and infrastructure projects, including upstream oil and gas matters, natural gas sales and transportation and allocation arrangements. She has advised on pipeline arrangements in the UK, Western Europe, the Caspian Region and the Middle East. She was a member of the Energy Charter Secretariat's legal working group on inter-governmental and host government agreements for pipelines.

Ms. Gates attended Durham University, England. She received her B.A. in Geology from Trinity University, Texas, her J.D. from the University of Texas School of Law, and her LL.B. from University of Cambridge, LL.B.

Dr. Kim, Myeong-Nam

Dr. Kim, Myeong-Nam is Director at the Office of International Projects of KOGAS. His work at KOGAS includes leading the Working Groups of Irkutsk PNG Project, the International Projects of KOGAS and the Northeast Asian Energy Projects.

Dr. Kim graduated with a M.S. in Gas Engineering from Salford University, England and received his Ph.D. in Gas Engineering from Leeds University, England.

Prof. Sang-Myon Rhee

Prof. Sang-Myon Rhee is currently a Professor of Law at the College of Law at Seoul National University and has been for the last twenty years. His teaching concentration is on International Law, Law of the Sea, International Economic Law and Jurisprudence.

Prof. Rhee received his LL.B. from the College of Law, Seoul National University, LL.M. from the Graduate School of Law, Seoul National University and Harvard University Law School, and his S.J.D. from Harvard University Law School.

At Harvard University Law School, he was a Research Fellow and also a Coach and Judge for the Jessup International Law Moot Court Competition. He had been an Associate at Chadbourne & Parke, New York City and a Legal Consultant at the Legal Advisor's Office of the U.S. Department of State.

Prof. Rhee has been a Foreign Affairs Officer for the Korean Ministry of Foreign Affairs, an Advisor for the Korean Ministry of Defense, the Korean Delegation for the UN Commission on International Trade Law, Korean Ministry of Unification, Korean Ministry of Justice, and Korean Red Cross Committee in Seoul. He is currently the President of the Korean Association of International Law.

Mr. Zhangbing

Mr. Zhang Bing is an attorney at the Legal Department of the China National Offshore Oil. Corp. (CNOOC). He has been involved in negotiations of several production-sharing contracts and is responsible for supervising, managing and coordinating the implementation of these contracts. Mr. Bing is involved in management and coordination of several take-or-pay gas sales and purchase contracts and provides relevant legal advises.

Prior to joining CNOOC, he was a military legal advisor for the PLA Army.

Mr. Bing received his Master of Laws from the University of International Business and Economics and passed China¡¯s National Unified Legal Examination and obtained a Certificate for Legal Practice in 2002.

Dr. Jinwoo Kim

Dr. Jinwoo Kim is Director of the Center for Energy Research, North East Asia at the Korea Energy Economics Institute. He received his B.A. in Economics and M.A. in Public Administration both from Seoul National University, in addition to a M.A. and Ph.D. in Economics (specializing in Natural Resources & Environmental Economics, Econometrics) from the University of Colorado at Boulder.

Dr. Kim was a lecturer at the Economics Department, University of Colorado at Boulder and has published extensively on energy issues in Korea. His most recent published works this year include: "The Possibility of An Energy Crisis and Corresponding Measures for Korea," "The Recent Energy Situation in Northeast Asia and the Role of the Korea Energy Economics Institute" and "Recent Development of Energy and Resource Market in Northeast Asia."

Dr. Peter Hayes

Dr. Peter Hayes is Executive Director of the Nautilus Institute for Security and Sustainable Development, a non-governmental policy-oriented research and advocacy group.

Mr. Hayes graduated with degree in History from the University of Melbourne. He has a doctorate from the Energy and Resources Group at the University of California at Berkeley.

Professionally active as an environment and energy consultant in developing countries (working for United Nations Environment Programme, Asian Development Bank, World Bank, Canadian International Development Research Council, US Agency for International Development, United Nations Development Programme), he also writes widely about security affairs in the Asian-Pacific region. He was first executive director of the Environment Liaison Centre in Nairobi, Kenya in 1974-76. He was Deputy Director of the Commission for the Future (Australian Government) from 1989-1991. He has visited the DPRK seven times.

He is a member of the Pacific Council on International Policy, the Western partner of the Council on Foreign Relations; and the US Committee of the Council for Security Cooperation in the Asia Pacific. He was awarded a MacArthur Fellowship in 2000.

Mr. Ashwani Kumar

Mr. Ashwani Kumar is a Member of Parliament from Punjab and Senior Advocate of the Supreme Court of India. He has represented before the Supreme Court, the Government of India and the States of Punjab, Haryana, Maharshtra and Madhya Pradesh in important constitutional matters including the Bhopal Gas Leak Case. He advises particularly on legal issues relating to foreign investment and technology transfer contracts between foreign and Indian companies.

In 1986, Mr. Kumar represented India at the 41st session of the UN General Assembly in New York as a non-official member of the Indian delegation. He is presently on the roster of consultants for U.N.C.T.A.D. (Geneva), U.N.C.T.C. (New York) and Commonwealth Secretariat (London). Amongst other organizations, he is a member of the Committee of the LAWASIA Energy Section, the International Bar Association and an Associate Member of the Committee of the American Bar Association. He has published a number of articles concerning the transfer of technology.

Mr. George Lim Teong Jin

GEORGE LIM TEONG JIN, a partner in the law firm of M/s Wee Tay & Lim, was called to the Bar in Singapore on 20 January 1982. Today, Mr. Lim practices as a trial lawyer, arbitrator, and mediator.

Mr. Lim received his training in mediation in the United Kingdom the Centre for Effective Dispute Resolution (CEDR). He has also undergone mediation training at Harvard Law School. Mr. Lim was involved in the setting up of the Singapore Mediation Centre (SMC) in 1997, and sits on its Board of Directors. He conducts mediations regularly at the Centre, and is on its panel of trainers. He is a member of the ADR Resource Panel of the Ministry of Law, Singapore.

Mr. Lim is a member of the Regional Panel of Arbitrators of the Singapore International Arbitration Centre. He has presided over cases as arbitrator, and has also acted as counsel in arbitration proceedings.

On 1 January 2003, Mr. Lim was appointed the Dispute Resolution Counselor for the National Electricity Market of Singapore. Mr. Lim has also sat as a member of the Appeal Panel under the Gas Act of Singapore.

Mr. James Loftis

Mr. James Loftis is a partner at the Houston office of Vinson & Elkins LLP and the Co-Chair of the International Dispute Resolution Practice. He practices principally in the areas of international dispute resolution, including international arbitration and litigation, international investment law, international and domestic competition law and public international law. In addition to his private practice, Mr. Loftis also acts as an arbitrator and mediator in selected cases. He is active in the firm's Latin America, Middle East and Asia practices and works extensively from the firm's Singapore and London offices.

Mr. Loftis' dispute resolution practice focuses on arbitration and mediation of international disputes, particularly disputes involving state contracts and investment agreements. He has acted for the disputing parties in arbitrations under the arbitration rules of ICC, LCIA, AAA, ICSID and UNCITRAL, as well as under the rules of several regional and local arbitral institutions. He has represented clients in commercial disputes in a broad range of areas and industries, including energy, construction, environment, and finance, in North and South America, the Middle East, Asia, and Europe.

Dr. Alexander Dobrovinsky

Dr. Alexander Dobrovinsky is a Chief Executive partner attorney at "Alexander Dobrovinsky and Partners," which specializes in corporate, business and international law. He has a Ph.D. in Law and MBA-INSEAD and is a member of the Moscow City Bar.

Dr. Dobrovinsky has published numerous theoretical works in national literature of jurisdiction. He is a leading professor in the department of "Advocacy and Practice" at Sate Classic Academy. He is also a famous journalist in Russia and is running two columns in the newspaper "Nowaya Gazeta" and "Domovoy" magazine.

Dr. Kamal Hossain

Dr. Kamal Hossain is a Senior Advocate of the Supreme Court of Bangladesh. He graduated from Oxford with a BA Honors, BCL (Civil Law). He was a member of Lincoln's Inn and was called to the Bar in 1959. He received a Ph. D. from Oxford University in 1964. Dr. Hossain has been an Advocate of the Dacca High Court, and Lecturer of the University of Dacca. He has been a Member of the Constituent Assembly of Bangladesh, and has held Ministerial posts in the portfolios of Law and Parliamentary Affairs, Petroleum and Minerals, and of Foreign Affairs. He was the President of the Supreme Court Bar Association and Vice-Chairman of the Bangladesh Bar Council. Dr. Hossain is currently the Chairman of the Bangladesh Legal Aid & Services Trust. His publications include "Law and Policy in Petroleum Development 1979", and "Legal Aspect of the New International Economic Order 1980."
